SR 160/4 – March 2015


Highway 4 Corridor Projects Update – Spring 2014

The Highway 4 projects include improvements that will help modernize eastern Contra Costa County. The projects expand Highway 4 from four to eight lanes between Loveridge Road in Pittsburg to just west of State Route 160 in Antioch, from two to four lanes from Lone Tree Way to Balfour Road in Brentwood, add connector ramps at the State Route 160/Highway 4 interchange, and add a BART extension from Pittsburg to Antioch (eBART). These projects will greatly improve transit accessibility for the region, help reduce traffic congestion, and enhance the quality of life for the more than 250,000 residents of eastern Contra Costa County. The projects have been carefully staged to keep 130,000 vehicles per day moving as major construction and demolition work continue. This email provides an update on current and upcoming construction activities.

Loveridge Road & Somersville Road Segments Open to Traffic

On December 17, 2013, the Contra Costa Transportation Authority and Caltrans opened the two additional westbound highway lanes to traffic on the Loveridge and Somersville segments, including one High Occupancy Vehicle (HOV) lane. A portion of the eastbound lanes from Loveridge Road to Contra Loma Boulevard/L Street opened in November 2013. With these lanes opened, the Somersville Road/Auto Center Drive work is now complete. Some minor additional work is ongoing on the Loveridge Road segment, which is expected to be complete soon.

Sand Creek Road Update

The first stage of construction on the Sand Creek Road Interchange project was completed in late August 2013. Eastbound traffic now travels on the newly-completed eastbound bridge over Sand Creek Road. Eastbound and westbound traffic are expected to be traveling on separate, two-lane bridges over Sand Creek Road when construction is complete in late 2014.

State Route 160/Highway 4 Direct Connector Ramps Construction Underway

The existing State Route 160/Highway 4 Interchange currently includes two of the four possible interchange movements: the eastbound Highway 4 to northbound State Route 160 connector ramp and the southbound State Route 160 to westbound Highway 4 connector ramp. The State Route 160/Highway 4 Direct Connector Ramps project will construct the remaining two connector ramps, one connecting westbound Highway 4 directly to northbound State Route 160, and one connecting southbound State Route 160 directly to eastbound Highway 4. The project is funded by $50 million in Bridge Toll Funds. State Route 160 connects to the Antioch Bridge (also known as the Senator John A. Nejedly Bridge).

The giant cranes now in place on site are a visible signal that the project, which started in late March, is gaining momentum. Utility relocation and clearing and grubbing on the site are underway. Major construction will last between 18 to 24 months. The project also includes adding an additional 12-foot auxiliary lane to the outside of existing State Route 160 in both directions from the State Route 160/Highway 4 Interchange to the East 18th/Main Street Interchange, as well as building a soundwall extension and retaining walls. Upcoming eBART Construction at Hillcrest Ave

There has been a lot of progress on the construction at Hillcrest Avenue. Utilities are installed, the new eBART parking lot is complete, and the eBART maintenance building is nearly finished. Starting in mid-June, crews will begin work on the foundation for the eBART entry house and pedestrian overcrossing to lay the groundwork for future eBART ridership in Antioch. Trains are expected to start running in 2017, following a year of extensive systems testing.

Upcoming Traffic Shift for Contra Loma Blvd/L Street and Lone Tree Way Segments

In order to make room for construction of new westbound lanes, current westbound traffic on the Contra Loma Boulevard/L Street and Lone Tree Way/A Street segments will be shifted to the south to travel on temporary lanes adjacent to eastbound traffic. Please check our Traffic Updates web page and Twitter feed for an announcement of the traffic shifts, which will occur at night to minimize disruption to motorists.

Traffic on the Contra Loma Boulevard/L Street segment will be shifted in early June, and the new configuration will be in place until the segment is complete in late 2015. Traffic on the Lone Tree Way/A Street segment will shifted in mid-June, and the new configuration will be in place for several months.

The traffic shifts will also allow for the demolition of the old Contra Loma/L Street undercrossing and the Lone Tree Way/A Street bridge. Demolition work will begin shortly after the traffic shifts.

These projects, plus previously constructed projects in the region, bring the total investment in East County to $1.3 billion, including State, Federal, Contra Costa Transportation Authority Measures C and J, regional bridge tolls, and other funds.

Traffic will be halted briefly in the eastbound and westbound directions of SR4 between the SR4 on and off ramps at Hillcrest Avenue on Sunday morning. The brief period that traffic will be stopped will occur sometime between the hours of 6:30 am and 9:00 am.

SR4 will be closed in the westbound direction between the SR4 on and off ramps at Hillcrest Avenue Monday through Friday evenings from 11:00 pm to 3:00 am.

SR4 will be closed in the eastbound direction between the SR4 on and off ramps at Hillcrest Avenue Monday through Friday evenings from 11:59 pm to 5:00 am.
