Nighttime construction work, closures, and detours will occur between 10pm and 5am. Please be advised of construction signs along SR 4 and Balfour Road. Please anticipate potential delays in your regular commute.
The Contra Costa Transportation Authority (CCTA) will begin construction of the new Balfour Road Interchange at State Route 4 (SR4) in February 2017. The Balfour Road and State Route 4 intersection is currently signalized, resulting in significant backups during peak commute times. This project will eliminate the at-grade intersection by building an interchange at this location.
This is the final phase of bypass construction to improve traffic flow on State Route 4. The bypass projects on State Route 4 were developed cooperatively among Contra Costa Transportation Authority, and the cities of Brentwood, Antioch and Oakley to ease traffic congestion along State Route 4.
The new overpass will:
- Reduce traffic congestion
- Enhance motorist, cyclist and pedestrian safety
Costs and Funding
The total project budget is $73.6 million. Funding sources for this project include Measure J, the East Contra Costa Regional Fee and Financing Authority (ECCRFFA), and Contra Costa Water District (CCWD).
